About TRoQ
Over the next three years NZQA are reviewing all qualifications throughout New Zealand, the process is called the “Targeted Review of Qualifications” or “TRoQ”. The objective is to reduce the number of qualifications and make the New Zealand qualification system simpler for employers, learners and training providers.
FITEC must consult with all relevant stakeholders to review all forestry, wood manufacturing, furniture and competitive manufacturing qualifications in 2012. This review has not been initiated by FITEC, it is a mandatory requirement from NZQA.
The Government has raised concerns about the large number of qualifications that the New Zealand Qualifications Authority (NZQA) has registered on the New Zealand Qualifications Framework (NZQF). In response, NZQA has implemented a Targeted Review of Qualifications (TRoQ) for all qualifications, including FITEC qualifications.
The Government wants a simplified qualification system for learners, industry and training/education providers that reduces the number of qualifications on the NZQF. FITEC have begun to address some of the issues raised by Government. These issues include the usefulness of the current qualifications, the similarities and differences between qualifications, and the relevance of qualifications for employers.
To ensure all view points are considered a comprehensive consultation process will take place to include all stakeholders including industry (employers and industry associations), training providers, other Industry Training Organisations (ITOs) (as appropriate), unions and Iwi etc. The objective is to ensure that all qualifications become New Zealand qualifications that reduce the number of similar types of qualifications available in our sector with varied pathways or programmes leading to the award of the qualification. This will ensure that all qualifications are strategic and needs based with a practical focus on outcomes.
FITEC will establish governance groups for each industry sector made up of stakeholders who will provide strategic guidance on the needs of the sector. Advisory groups will be established to work through the detailed content of the qualification pathways.
